Is it possible for my reference to send a letter directly to the institution?

Hi! I have recently applied to a few jobs in South East Asia (Thailand, Vietnam and Cambodia). I contacted my references because I wanted to add a reference letter to the application; however, one reference has requested to send the letters directly to the hiring institutions. I want to give her the contact information to send the letters forward; however, for two of the positions the institution is not listed. Is this normal? Is it not possible for her to contact them directly?
