I think a teacher's competence lies in his/her experience not diplomas and certificates got. Only an interview may confirm that.
Good teachers don't have to be native speakers to perform well and provide adequate teaching.

Khadija, I totally agree with you that best teachers, say even for English or otherwise, do not necessarily have to be native speakers. Through my 10 years' experience as an ESOL/ESL/Literacy teacher in the UK, I have seen Native speakers failing their learners in SPAG for example. However, I don't think many employers even consider that when selecting their teachers, as adverts always emphasise ' Must be a Native Speaker'. I think it matters much to have an outstanding knowledge of your subject and be able to impart that to your learners while stimulating their ability to critically think and apply that knowledge.
