What do you do for cell phone service in UAE?

Prospective teacher for August 2016...trying to plan ahead and find out about communication.  Do people keep their service and get an international plan or is there a more efficient way to have communication in the UAE while still being able to communicate back home?

    My husband has been in the UAE (as an administrator) for six months. I am in the USA. He uses a dual SIM phone so that he can cost effectively communicate abroad and in the US without having to carry multiple phones or service contracts. We communicate mostly utilizing Google Hangouts. It has worked for us thus far.
